New Legislation Aims to Shape the Future of Lake Arenal and Its Tourism Activities

Lake Arenal to Receive Its First Specific Legal Framework

For decades, Lake Arenal has been one of the main economic and tourism drivers in northern Costa Rica. Its waters attract visitors interested in water sports, recreational fishing, boating, scenic exploration, and nature-based tourism activities.

However, many of these activities have historically operated without a dedicated legal framework governing the use of the reservoir. This situation may soon change thanks to new legislation designed to provide legal certainty, protect the natural environment, and guide the sustainable development of the region.

What Does the New Legislation Propose?

Bill No. 22,981 proposes the creation of the Arenal Reservoir Water Mirror National Landscape Protected Area, a protected-area designation that would establish official regulations for activities carried out on the lake and in its surrounding areas.

The initiative seeks to balance the reservoir’s multiple functions, including hydroelectric power generation, environmental conservation, tourism, recreation, and productive activities carried out by nearby communities.

The proposal also includes the development of planning and management tools that would clearly define which activities may be conducted, under what conditions, and with which environmental safeguards.

Legal Certainty for Communities and Businesses

One of the strongest arguments in favor of the legislation is the need to provide legal certainty for businesses, tourism operators, and entrepreneurs whose livelihoods depend on the lake.

Currently, many tourism-related ventures operate in an environment where specific regulations governing the use of the water surface remain limited, creating uncertainty for investment and long-term planning.

The new framework aims to establish clear rules that support local economic development while safeguarding the natural resources that make Lake Arenal one of Costa Rica’s most iconic destinations.

Balancing Conservation and Development

Lake Arenal is not only Costa Rica’s largest artificial reservoir; it is also an ecosystem of significant environmental value and a destination recognized internationally for its natural beauty.

The proposed regulations seek to ensure that activities such as recreational boating, water sports, sport fishing, and tourism experiences continue to grow under sustainability principles.

This approach reflects a growing global trend in natural destinations: protecting ecosystems while creating economic opportunities for local communities.

Potential Benefits for Northern Costa Rica and Guanacaste

Communities surrounding the lake could benefit from a more stable legal framework that facilitates investment, encourages new tourism services, and attracts both domestic and international visitors.

Tourism stakeholders have noted that clearer regulations could strengthen the region’s competitiveness and reinforce Lake Arenal’s position as one of Central America’s leading destinations for nature and adventure tourism.

The legislation would also improve coordination among public institutions, local communities, and private-sector organizations involved in tourism and environmental conservation.

A Step Toward Modern Lake Management

If approved, this legislation would mark a historic turning point for Lake Arenal by creating the first dedicated legal structure designed specifically to regulate its use while protecting its environmental, social, and economic value.

Beyond the specific rules that may eventually be implemented, the primary objective is to ensure that this important natural resource continues to benefit future generations while remaining one of Costa Rica’s most treasured landscapes.
