Costa Rica and Panama signed a memorandum of understanding to advance the future interconnection of their railway systems, with the aim of improving regional connectivity and coordinating the development of rail projects in both countries.
Agreement Between Costa Rica and Panama
The memorandum of understanding was signed between the Costa Rican Railway Institute (Incofer) and the National Railway Secretariat of Panama. The main objective is to establish formal cooperation to explore the interconnection of the railway projects that both countries are advancing within their territories. The agreement has an initial validity of five years, during which studies, information exchange, and technical coordination will be carried out.
Areas of Cooperation
The document provides for bilateral cooperation in technical and engineering studies, social and environmental impact assessments, land use planning, and urban planning in border areas. It also covers risk management aspects, as well as the design of possible alignments and infrastructure solutions to facilitate the connection between both rail systems. The idea is that this coordination will enable informed decisions to be made on the feasibility, costs, and benefits of a potential Costa Rica–Panama rail link.
Railway Context in Both Countries
In Costa Rica, the agreement comes as the electric train project for the Greater Metropolitan Area (GAM) is being promoted, an initiative that the government seeks to revive as a cornerstone of public transportation. Panama, for its part, is building the third line of its capital city metro and studying the feasibility of a train to Paso Canoas, on the border with Costa Rica. The railway interconnection between both countries is envisioned as a step toward a more integrated transportation network in Central America.
Scope and Next Steps
The memorandum does not yet imply the construction of works, but it does open the door to joint studies, technical missions, and the exchange of railway expertise. Incofer and the National Railway Secretariat of Panama will coordinate working groups to define timelines, priorities, and possible sources of international financing. In the medium term, the results of these studies will allow the feasibility of a cross-border railway project connecting both national networks to be assessed.
