Amidst a wave of speeches and promises, Costa Rica stood out at the 2025 UN Ocean Conference in Nice as a bold and committed voice. Though small in size, the Central American nation proved once again that leadership does not depend on territory but on conviction and action.
In its address to the plenary, the Costa Rican delegation emphasized that over 30% of its marine territory is protected, a benchmark many nations still strive to achieve. The country also reiterated its focus on building a blue economy, centered around sustainable fishing, responsible tourism, and marine conservation.

Costa Rica proudly announced its ratification of the High Seas Treaty (BBNJ) and called on other countries to follow suit to safeguard biodiversity in international waters.
The country also played a key role in breakout sessions on coral reef restoration, plastic pollution monitoring, and funding strategies for marine conservation. “Acting now is not optional—it is a moral obligation to future generations,” stated the Costa Rican spokesperson.
Nice 2025 confirmed what many already believe: Costa Rica is not only a tropical paradise, but also a global leader in ocean diplomacy and environmental protection.
